Build for the Hardest Classroom First
The instinct in every national programme is to prove it where it's easiest — the connected school, the flagship district, the room that photographs well. The systems that actually reach every child are designed the other way round: for the hardest classroom in the country, from the first line of code. Everything easier then inherits that strength for free.

Every national education programme meets the same quiet temptation at the start: prove it where it's easy. Choose the school with mains power and a fibre line, the district a short drive from the capital, the teachers who put their hands up. The launch works. The pictures are good. And the plan, always, is to extend the same thing outward to the harder places once it's proven.
Later rarely arrives on the terms anyone hoped. A system built around the easy school has quietly absorbed the easy school's assumptions — that the power stays on, that the connection holds, that a trained teacher is still in post, that a technician is a phone call away. Carry that system four hours past the last cell tower and the assumptions break one by one, until what worked for the cameras doesn't work for the child.
So the more honest way to build is to invert the order. Start with the hardest classroom the country has — the school with no signal, one shared device trolley, a teacher who arrived this term and was never in the launch room — and make the system work there. Because a system that holds in that classroom holds everywhere. The reverse is never true.
The hardest classroom is not the exception. It is the design centre.
It is tempting to treat the school at the end of the road as an edge case to reach eventually. In most national systems it is closer to the median than the flagship is. The majority of a country's children are not in the school that photographs well. If the programme only truly works where conditions are best, it has quietly decided which children it is for — and it is not the ones who need it most.
Building for the hardest classroom first is therefore not charity, and it is not a slower path. It is the discipline that produces a system worth scaling. When the design has to survive no connectivity, it becomes offline-first by necessity rather than as a premium tier. When it has to survive staff turnover, capability has to renew inside the tool rather than depend on a trainer returning. When it has to run on the hardware already in the room, it stops assuming a procurement cycle that may never come. Each hard constraint, met honestly, makes the system stronger for every school above it.
What this changes for a ministry
A programme proven only in easy conditions leaves a ministry with a hidden bill: the cost of making it work everywhere else, discovered after the launch, paid from a budget that has usually already moved on. A system built for the hardest classroom from the outset carries that cost up front, in the engineering, where it belongs — and then reaches the last school on the road on the same terms as the first.
